Voluntary Targeted Rates

The Voluntary Targeted Rating (VTR) scheme allows Clutha District ratepayers to fund additional services that benefit them directly. Voluntary targeted rates are self-funding, meaning rates funding is not required.

Voluntary targeted rates are subject to an agreement between the ratepayer and Council, which will specify the repayment obligations and interest rates over a specified timeframe (3 to 5 years).

The scheme was previously suspended to allow for further legal review of documentation, structure, and regulatory requirements. Legal advice received now supports the recommencement of the Voluntary Targeted Rating scheme, pending final approval of documentation and structure.

We would like to know what you think about recommencing the Voluntary Targeted Rating scheme from 2026/27 for a few specific activities: Home Energy Improvements, Infrastructure, and Urgent Health and Safety.

In addition to the specified interest rate, Council also proposes to administer an additional fee for the VTR scheme to recover administrative and support costs incurred by Council.

Applications for the VTR scheme would commence in the 2026/27 financial year, and the rating impact will apply from 2027/28.

Council will only enter into VTR agreements on the basis that it does not impact Council’s ability to provide other services, and it is expected to be ‘rates neutral’. Council’s ability to enter into VTR agreements may also be impacted by government reforms, such as rates capping.
