Proposed Schedule of Fees & Charges for 2026/27

Council’s Schedule of Fees and Charges sets out the various fees and charges across Council activities and services.

Fees and charges have mostly increased from the previous year by an inflationary adjustment. There are also some new fees proposed which are summarised below, and some fees have been removed.

Summary of Proposed Changes

Credit Card Surcharge (Page 2): A credit card surcharge fee of 2% has been added to offset transactional costs incurred by Council.

Processing Charge Out Rates (Section 2.2): This provides cost-recovery transparency in charge-out Building Control Office (BCO) rates when processing fees are above the minimum deposit.

Project Information Memorandum (PIM) for Detached Minor Residential Units (Granny Flats) (Section 2.3): This fee recovers costs when issuing a PIM, required under the new National Environmental Standard for detached minor residential units up to 70m², placed on a site without a Resource Consent and Building Consent, as long as it meets statutory requirements.

GIS Mapping (Section 11) RAPID number sign: This fee has been previously charged but not included in the Schedule of Fees and Charges.

Resource Consent Application (Section 22) Fast Track Pre-Application: This is a cost recovery charge to reflect the time taken to process these types of consents.

Roading Permits (Section 23) – Corridor Access Request (CAR): The New Zealand Guide to Temporary Traffic Management (NZGTTM) requires an in-depth risk assessment for each application and the cost of this needs to be recovered.

Roading Permits (Section 23) – Temporary Road Closure Events: This charge will recover administration costs associated with Temporary Road Closure Event permits.

Roading Permits (Section 23) - Inspection of non-approved traffic management methodology/non confirmative worksite: This fee seeks to increase contractor compliance.

Pump Failure Fee (Section 25.4): This fee will recover costs for staff callouts, time taken to remediate the pump and any reinstatement required as a result of third-party damage. Actual costs can include replacement parts, pump replacement and/or other works required such as removal of foreign objects and/or misuse have blocked and/or damaged the pump. Previously this work was done without charge.

Pipe Locations (Sections 25.5, 34.4, 35.3): This fee recovers costs associated with pipe location requests (urban and rural water, wastewater and stormwater) based on the resources required to provide the service.

Sportsgrounds - Special Charges (Section 26.1): Future fees and charges will be determined for each defined area or field regardless of the activity, except for:

Circus and similar type activities and;

Discounted rates for multiple area combinations.

Previously, a major sports tournament charged $30 per day, while a casual sport hire and event hire cost $82 and $120 per day respectively and there was no distinction between individual or multiple area combinations. This charge reflects fair costings for these services.

Additional Wheelie Bins (Section 32.2): This charge makes provision for residents to apply for an additional recycling or wheelie bin on top of their mandatory pair if they are on collection rates. It is proposed that the fee for this should be charged at half of the kerbside rate.

Beaumont Skip Key (Section 32.3): This fee supports arrangements made for Beaumont residents to access a local skip. A transition arrangement will include replacement of existing locks, following which residents can apply for a new key to access the skip.

Out of District Water Rates (Section 34.3): These rates have been updated based on the calculation of the proposed Rural Water Scheme Assistance Capping model of 20%. Please see the Annual Plan 2026/27 Consultation Document for further information.

Urban Water Connection Fees (Section 35.1): In March 2022, Council decided there should be an additional contribution of $1,630 over and above the Milton water financial contribution for the Milton to Tokoiti extension. This was missed from previous Fees and Charges.

Three Waters Approved Contracting (Section 37): These fees are administrative costs for Council’s approved/permitted contractors working on network infrastructure (stormwater, wastewater and water). Contractor approval applies to the installation, repair and renewal work only.

Equipment Hire (Section 7): This has been removed as it is no longer in demand or required.

Hairdressing (Section 12): This associated regulation has been removed by central government.

Building Consent Fees (Section 2): Outside of a few exceptions below and those set by statute these have been increased by 15%. This is to allow this function of council to meet budgeted revenue amounts.

Property File Request (Section 2.4.7): The structure of this fee has been changed to better reflect the actual work needed.

Council Community Housing (Section 6): This has been increased by 6% as per the LTP 24/34 consultation.

CDC Administration Fee (Section 8): This now better reflects the amount of work required (Minimum fee being one hour).

Statement of Compliance (Section 8.1): This now better reflects the amount of work required (Minimum fee being one hour).

Food Business Levy/Collection Fee For MPI Food Business Levy (Section 8.1): The food levies are set by the government, and they have been increased for 2026.

Noise Control (Section 17) - Issue/Breach Of Excessive Noise Direction: These fees have been increased to meet the updated Resource Management Act (RMA) infringement fees.

Roading Permits (Section 23) - Commercial Traffic Management Plan (TMP): This increase reflects the extra time required to process TMP’s under the New Zealand guide to temporary traffic management.

Roading Permits (Section 23) - Traffic Management Plan Priority Processing Fee: This should be double the Commercial Traffic Management Plan rate.

Roading Permits (Section 23) - Global Traffic Management Plans (GTMP): The $680 fee reflects the time taken to process the TMP as well as factoring in that a GTMP would usually have multiple Corridor Access Request (CAR) applications lodged against it and thus there was an ongoing processing component.

Pre-treated Bulk Sewage Disposal Fee (Section 25.3.1): Increase in bulk sewage disposal fee reflects the annual urban sewer charge, divided by 366. The fee has missed review previously which is why there is a significant uplift proposed.

Trade Waste Wastewater Flow Charge (Section 29): This has been increased to match 80% of the current proposed 26/27 wastewater rate divided by 366.

Mt Cooee Landfill (Section 32.2) - LPG Cylinders: This has been increased to meet the actual costs the contractor charges Council.

Mt Cooee Landfill (Section 32.2) - Tyres: This has been updated to reflect the 5 free tyres available through the Tyrewise scheme council is a part of.

E Waste recycling Price List (Section 32.4) - Batteries: This has been updated to note the free battery recycling the council is offering as funded by the Waste Levy in partnership with Phoenix Recycling Group.

Water used over 366 m3/year (Section 35.2): This has been increased to match the current proposed urban water rate for 26/27.
