We are beginning the process of creating an updated Management Plan for the reserves in the Rural Bruce area with a public consultation process as required by the Reserves Act 1977. Residents, ratepayers and reserve-users are invited to submit comments and suggestions for how Council’s parks and open spaces should be managed now and in the future.

Council already has Reserve Management Plans for Taieri Mouth and Mt Stuart, these are outdated and will be reviewed as part of this process so that the reserves can be incorporated into the Rural Bruce Reserve Management Plan.

What is a reserve management plan?

A reserve management plan explains the objectives and policies for looking after a reserve. It helps decide how our reserves will be cared for and changed in the future. For example, if someone wants to do something in the reserve that doesn’t follow these rules, they won’t be allowed to.

Reserves in the Rural Bruce area

The Rural Bruce Reserve Management Plan (RMP) will include reserves in the rural part of the Bruce-Waihola ward, excluding reserves in Milton and Waihola, as both of these townships already have Reserve Management Plans in place.

It will also include some reserves that are outside of the Bruce-Waihola Ward which are not currently covered in any other reserve management plan, such as reserves in the Toko Mouth and Toko River areas.

The Rural Bruce Reserve Management Plan will incorporate the following reserves:

  • Taieri Mouth Recreation Reserve (includes Livingstonia and Knarston Park)
  • Bull Creek Reserve
  • Chrystalls Beach Reserve
  • Toko Mouth Esplanade Reserve
  • Toko Mouth Settlement Reserve
  • Toko Mouth Coast Reserve
  • Moneymore Hall Reserve
  • Lovells Flat Hall Reserve
  • Toko River Esplanade
  • Mt Stuart Reserve

How you can get involved

There will be two phases of public consultation in the review and preparation of the Rural Bruce Reserve Management Plan.

Phase one

The first phase in preparing the Reserve Management Plan is pre-draft consultation. Your comments and feedback received during this phase of the process influences what is included in the draft Reserve Management Plan.

Phase two

The second phase is consultation on the draft plan. This is where Council calls for public submissions to be made on the contents of the draft Reserve Management Plan. The submissions will be considered as part of a formal hearing and will inform the final plan.


Submit your feedback in the pre-draft consultation

Written suggestions and discussions now will help influence what is in the Draft Reserve Management Plan. This first, pre-draft consultation stage will be open from Thursday, 18 December 2025 until 5pm Friday, 13 February 2026.
